A Sad Mistake: To oversee post-war relief efforts, the Pentagon created the Office of Reconstruction and Humanitarian Affairs, a brand-new agency put in charge only two months before the war began. The office, one of a series of ad-hoc reconstruction agencies, lasted only a short while after the invasion. While the office’s troubles have long been known, the inspector general's report provides new details on the depth of disagreements between the Pentagon and the reconstruction office’s director, retired general Jay Garner. General Garner told interviewers
that Mr. Rumsfeld believed the United States would spend less than $1 billion in nation building. The current U.S. spending total: $50 billion.
